Vancouver, Washington -- The Southwest Washington Regional Transportation Council announces that through a regionally coordinated and cooperative process, the Clark County region has been granted approximately $27.7 million in statewide competitive funding. A total of 17 projects from this region were selected for Statewide Competitive, Transportation Partnership, Arterial Improvement, Small City, Transportation Enhancement, and Pedestrian Safety and Mobility Programs.

On January 28, 2000 the Transportation Improvement Board (TIB) met and selected projects to receive statewide competitive funding. Listed below are the projects from our region which will receive statewide competitive funding:

Statewide Competitive Program (STP-C)

The Statewide Competitive Program is to improve and/or preserve, an integrated transportation system that encourages multimodal choices to the public.

  1. Padden Parkway (East Leg), SR-503 to NE Ward Road. The Padden Parkway will provide an alternative East/West link between NE 53rd Avenue and Ward Road. Clark County will construct the Padden Parkway to include four travel lanes, shoulders, median, sound walls and/or berms, landscaping, and a 12-foot separated pedestrian/bike path. 2000/2001 Construction. STP-C Funds $7,000,000, Total Project Cost $13,467,125.

Transportation Partnership Program (TPP)

The Transportation Partnership Program is to improve the mobility of people and goods by supporting economic development and environmentally responsive solution to our transportation needs.

  1. NE 134th Street, Rockwell Road to WSU Entrance. Clark County will widen 134th Street to arterial standards including a center left turn lane, sidewalks, bike lanes, bus facilities, and intersection improvements. 2001 Construction. TPP Funds $1,441,000, Total Project Cost $3,615,000.

  2. SE 192nd Avenue Corridor Completion, SE 15th St. to SR-14. The City of Vancouver will construct a new principal arterial. Improvements include four travel lanes, left-turn channelization, bike lanes, sidewalks, bus facilities, and intersection improvements. 2000/2001 Construction. TPP Funds $9,630,000, Total Project Cost $22,300,000.

Arterial Improvement Program (AIP)

The Arterial Improvement Program is to improve the existing arterial street system to reduce congestion and increase traffic safety.

  1. NE Covington Road, Fourth Plain Blvd. To NE 102nd Ave. Clark County will widen NE Covington Road to a four-lane principal arterial including a center left turn lane, sidewalks, bike lanes, bus facilities, and intersection improvements. 2000/2001 Construction. AIP Funds $2,793,850, Total Project Cost $6,290,000.

  2. NW Fruit Valley Road, W. 34th Street to Whitney Road. The City of Vancouver will improve NW Fruit Valley Road to urban standards. The project includes reconstruction of roadway to include a center left turn lane, sidewalks, bike lanes, bus facilities, intersection and drainage improvements. 2001 Construction. AIP Funds $4,505,150, Total Project Cost $6,931,000.

Small City Program (SCP)

The Small City Program is to preserve and improve the arterial roadway system consistent with local needs for agencies under 5,000 population.

  1. Aspen Avenue, West 10th Street to Heritage Loop. The City of La Center will reconstruct Aspen Avenue. Small City Account Funds $252,710, Total Project Cost $563,828.

  2. West 10th Street, West B Avenue to Aspen Avenue. The City of La Center will reconstruct West 10th Street. Small City Account Funds $152,940, Total Project Cost $305,880.

Transportation Enhancement

The Transportation Enhancement program funds a variety of non-traditional projects, from restoration of historic transportation facilities to bicycle and pedestrian facilities.

  1. 164th Avenue Viewpoint, Columbia River Vicinity. The City of Vancouver will construct a cul-de-sac at the southerly terminus of SE 164th Avenue, which will include an esplanade overlooking the Columbia River. Transportation Enhancement Funds $144,000 Total Project Cost $192,000.

  2. 7th Street Multi-Modal Corridor, Columbia Street to Washington Street. The City of Vancouver will construct two signalized mid-block pedestrian crossings along Columbia Street and Washington Street, between 6th and 8th Street. Transportation Enhancement Funds $383,000, Total Project Cost $1,133,000.

  3. Discovery Historic Loop Phase 1, Columbia Shores Trail to Old Apple Park. The City of Vancouver will provide a continuous 12-14 foot wide concrete pedestrian/bike path, illumination, landscaping, signage, along east end of fifth Street and the east side of Pearson Airpark, connecting to the existing Columbia Shores trail. Transportation Enhancement Funds $440,000, Total Project Cost $508,671.

Pedestrian Safety and Mobility Program (PSMP)

The Pedestrian Safety and Mobility Program is to enhance and promote pedestrian mobility and safety.

  1. NE 107th Avenue, NE 76th Street to NE 99th Street. Clark County. PSMP $100,000, Total Project Cost $160,000.

  2. NE 44th Street, NE 42nd Avenue to St. Johns Road. Clark County. PSMP 70,000, Total Project Cost $100,000.

  3. NE 88th Street, Highway 99 to NE 25th Avenue. Clark County. PSMP 90,000, Total Project Cost $120,000.

  4. 18th Street, Norris Road to General Anderson Ave. City of Vancouver. PSMP 150,000, Total Project Cost 287,000.

  5. Columbia Street, W 9th Street to McLoughlin Blvd. City of Vancouver. PSMP $150,000, Total Project Cost $365,800.

  6. Evergreen Boulevard, Grand Blvd. To Blandford Drive. City of Vancouver. PSMP $150,000, Total Project Cost $339,000.

  7. Fort Vancouver Way/St. Johns, McLoughlin Blvd. To E 33rd Street. City of Vancouver. PSMP $148,695, Total Project Cost $280,557.

  8. Parcel Avenue, W. Yacolt Road. to Bumpski Street. Town of Yacolt. PSMP $70,584, Total Project Cost $83,040.
